Harbors are the entrance gate of most goods to a country.
In most cases the amount of traffic is huge and the concerned areas widespread.
One cannot dictate to the world how to secure ones ports and ships,
and even if dictating is possible, reinforcing those dictates is not possible.
Consequently the key is the protection of ones own entrances.
